Josh “Scantron” Blanchard was one of the key operational figures behind Free Press Summer Fest, serving as Assistant Site Manager under Site Director Paul Holzhauer and as the festival's RFP Manager. In those roles he handled the kind of work audiences rarely see but a large festival cannot function without: negotiating and managing relationships with major infrastructure vendors, coordinating power and water requirements across the site, and working directly with the City of Houston on site-operations matters. It was the invisible layer of the event — the contractual, municipal and utility groundwork that turned a Houston park into a functioning temporary city for a weekend.

Blanchard brought an unusual combination of professionalism, enthusiasm and calm operational competence to that work. Colleagues regarded him as someone who could move easily between contractors, city officials, vendors and festival staff while keeping the larger operational picture in view — dependable under pressure and genuinely capable at the scale the festival had grown to demand. As an integral member of the FPSF site operations team, he helped professionalize and execute the infrastructure layer on which the entire event rested; his contribution was central to the growth and increasing sophistication of the festival's production operation.

His roles are stated to this archive by the paper's publisher; no years are established.
